Federal investment dashboard

Overview of (i) key data related to the progress and performance monitoring of federal investments from the Special Fund for Infrastructure and Climate Neutrality (2025) and (ii) current data on federal investment funding and milestones. The dashboard is updated quarterly.

  • The Federal Ministry of Finance monitors investments from the SVIK’s federal pillar. To do this, it has developed a comprehensive system for monitoring progress and performance across all government ministries and budget items. Every year, a comprehensive set of targets and indicators is used to collect input, output, outcome and impact data. This data enables the Finance Ministry to measure the progress and performance of investments and to undertake regular reviews of fiscal policy priorities. This ensures that the monitoring process not only pools information but also documents progress and performance on the basis of transparent targets and  indicators.

    For the first time, this monitoring system provides a basis for the systematic management of public investments in Germany. It will be fine-tuned on an ongoing basis.

    The first assessment of the data took place on 31 December 2025. Detailed findings were set out in a report submitted to the German Bundestag’s Budget Committee [PDF, 949 KB]. Key monitoring data for 2025 and current data (such as disbursed funding) are shown on the federal investment dashboard and are also available for download. The dashboard will be expanded over time.

    By 31 December 2025, many investments were still in the planning stage or were just starting to be implemented. As a result, most of the available data relates to inputs (such as disbursed and committed funding) and initial outputs. The milestones provide an indication of specific next steps that will be taken.

    Overall, findings from the monitoring process show that targets – especially when compared with expectations at this early stage – have already been achieved to some extent.

  • Background information on the data included in the federal investment dashboard.

    • Over the full lifetime of the special fund, a total of €300 billion will be allocated to the federal pillar. The figures for disbursed funding are actual figures. In other words, they reflect disbursements that have been posted by the responsible authorities. The funding is administered independently by the responsible federal ministries. Disbursements are posted using the government’s automated budget, cash management and accounting system. There can be a time lag before the actual investment is made. Annual target figures and the intended purposes of the investments are specified in the annual economic plans adopted by the Bundestag. The figures for funding disbursed in 2025 are final figures from the annual accounts. Figures for 2026 are provisional and will be updated on a quarterly basis. Reclassifications of postings may occur. Final figures from the 2026 annual accounts will be published in 2027.
    • The figures for committed funding reflect the volume of commitment appropriations for the coming years that have been claimed within the respective year. Commitment appropriation amounts are specified in the annual economic plans.
    • The priority areas for investments from the federal pillar are specified in the Act Establishing the Special Fund for Infrastructure and Climate Neutrality (Gesetz zur Errichtung eines Sondervermögens Infrastruktur und Klimaneutralität). The economic plans for the special fund, which are adopted by the Bundestag on an annual basis, are broken down according to these investment areas.
    • The federal ministries specified in the annual economic plans are responsible for implementing their respective investment measures and for administering the respective budget items for federal pillar investments. They are also responsible for setting targets and defining indicators for the budget items within their respective remits. In the dashboard German abbreviations are used.

    • In the public finance system, a budget item is the most specific level of detail within a budget or an economic plan. Every budget item corresponds to a specific purpose and includes a numerical estimate for planned revenues or expenditures within a specific time period. In the economic plans, each budget item is classified under a budget sub-heading. These sub-headings correspond to the special fund’s investment areas. Some budget items of the SVIK were only introduced in 2026 or are currently planned for 2027.
    • The monitoring system for the special fund takes a stage-based approach. Each budget item is assigned to one of three stages in the lifecycle of an investment. Each investment measure begins with a planning stage. After that, it passes through an implementation stage. The third and final stage is the use stage or operational stage. Each budget item is assigned to a specific stage based on its status as at 31 December 2025.

      During the early stages of the investment cycle (planning and implementation), the monitoring process focuses on “progress” levels (input and output), because at this point in time the investments are likely to have made progress without yet achieving immediate effects – there is often a certain time lag before the performance of an investment becomes tangible. For this reason, the presentation of progress and performance levels on the dashboard depends on the current stage of an investment measure. When investment measures make progress, their level of detail on the dashboard increases. During the later stage of the investment cycle (use/operation), the focus shifts more towards “performance” levels (outcome and impact).

    • The monitoring system for the special fund focuses on four levels: two “progress” levels (input and output) and two “performance” levels (outcomes and impacts). In general, specific targets and indicators for each of these four levels are defined for each of the special fund’s budget items. Targets with robust informational value are monitored for each progress level and performance level. If the achievement of a specific target cannot be monitored or measured directly, measurable indicators must be defined for this purpose. An indicator is an attribute that can be tracked empirically and that makes it possible to monitor a defined target. Clear criteria have been established for the formulation of targets and indicators in order to ensure that findings from the monitoring process are robust and informative. Targets must be closely linked to the special fund’s overarching objectives and must be justified in substantive terms. In general, the ministry responsible for a specific budget item is also responsible for selecting appropriate targets and indicators. More detailed information on the progress and performance levels of the individual budget items is provided in the monitoring report that was submitted to the German Bundestag’s Budget Committee.

      Input

      In the monitoring process, deployed resources are recorded at the “input” level. In general, this encompasses the disbursed and committed funding depicted on the dashboard. Budget item-specific information on input levels is provided in the monitoring report. In general, input level targets are specified on an annual basis in the monitoring report.

      Output

      In the monitoring system, the term “output” indicates services that are provided directly by the public administration or the funding recipient, such as the provision of capacities and/or infrastructure. Output targets are generally medium-term to long-term in nature (i.e. multi-year) and are set by the responsible ministries.

      Outcomes

      The “outcome” level looks at the changes that the financed measures have achieved for target groups and target systems. Outcome targets are medium-term to long-term in nature (i.e. multi-year) and are set by the responsible ministries. Actual values (as opposed to target values) for targets and indicators are not shown on the dashboard until the implementation stage has started.

      Impacts

      The “impact level” measures an investment’s effects on an overarching – often macroeconomic or society-wide – objective. The identification of a direct causal relationship between a fiscal measure and its objective is methodologically complex and can entail significant effort and expense. If quantitative targets or indicators at the impact level cannot be determined with a reasonable amount of effort, then progress and performance are described in qualitative terms. Details can be found on the dashboard under “More information”. This approach takes into account not only the practical requirements of the monitoring process but also the heterogeneity of the measures financed by the special fund.

    • The monitoring process produces a vast amount of information. In order to make this information clear and understandable, findings are aggregated for each budget item. This is done by (i) calculating the extent of target achievement for each progress level and performance level and (ii) weighting this result based on the investment measure’s stage in the investment cycle. This then produces a progress and performance index for the respective budget item, based on one of the weighting matrices shown below.

      The progress and performance index is a compact benchmark that consolidates budget item-specific information related to target achievement, implementation stage and performance level. For each budget item, the index shows the amount of progress and performance that has been achieved relative to expectations. These indices are also rendered in qualitative terms (based on each investment measure’s status as at 31 December 2025). Indices must always be interpreted in connection with the respective investment stage, the underlying targets and indicators, the time frame and the available data.

      Aggregated progress and performance indices for infrastructure areas and the special fund as a whole are calculated based on budget item indicies.

    • Calculations of progress and performance indices – along with ongoing measurements of the progress and performance of investment measures – are carried out with reference to the previous year (and a specific reference date). To add a forward-looking component to the monitoring process, short-term activity-based progress is measured in the form of milestones for the current year that are formulated by the responsible ministries. These milestones refer, if possible, to procedural steps such as the adoption of an administrative agreement, the tendering of project contracts, the publication and/or entry into force of funding guidelines, etc. Milestone achievement (or non-achievement) is a supplement to progress and performance monitoring but is not included in calculations of progress and performance indices. They function as a kind of early warning system: if progress is not made as expected, swift checks can be conducted to find out which implementation step is at fault.
