Overview of funding disbursed in 2025

The legal framework for the disbursement of resources from the Special Fund for Infrastructure and Climate Neutrality (Sondervermögen Infrastruktur und Klimaneutralität – SVIK) has been in place since October 2025. In total, €500bn is being made available over a period of 12 years for investments aimed at modernising Germany. A total of €24bn was already disbursed in 2025, with €10bn attributable to the Climate and Transformation Fund and €14bn to the federal pillar. The special fund contributed to increasing the federal government’s investment spending by 17% on the year in total. Länder funding was not yet disbursed in 2025.

Why do the planned figures differ from the actual spending?

The fact that federal pillar disbursements fell below the target figures was mainly because interim budget management was in place until early October 2025, meaning that government ministries were unable to use all the funding at their disposal. Discrepancies between the planned and actual spending are not unusual and are typically due to a range of different factors, some of which are external. The respective ministries are responsible for managing the special fund’s individual budget items.

Furthermore, no Länder funding was disbursed in 2025 for multiple reasons. The funding has only been available for use by the Länder since the necessary legal provisions set out in an administrative agreement entered into force on 11 December 2025. The Länder can make drawdowns as soon as money is needed to pay invoices that are due within three months. However, invoices generally only become due once investment measures or individual sub-measures have been carried out. Moreover, the Länder can also finance measures in advance. It is therefore unsurprising that no funds were disbursed in 2025.

What happens to resources from the SVIK that were not spent in 2025?

The SVIK makes it possible to plan the financing of infrastructure-related measures over the long term. The lower spending in 2025 therefore does not reduce the borrowing authorisation enshrined in the German constitution. Undisbursed funding can generally be included in the economic plans for subsequent years.
